Second level of child support payments "in dubio pro infante" in the rural Ecuadorian context

Abstract

This paper addresses the issue of accountability in the second level of child support payments in rural areas of Ecuador, where judicial systems and rural economic dynamics, mostly based on subsistence agriculture, significantly influence the fulfillment of child support obligations and the management of resources allocated for children's welfare. Using a Multi-Criteria Analysis approach, critical factors that affect the proper use of child support payments are identified and weighted. The results reveal significant structural and socioeconomic barriers that complicate the fulfillment of these obligations and, consequently, the protection of minors. Finally, strategies tailored to the rural context are proposed to improve transparency and efficiency in the management of these resources.
